The Declaration Act Secretariat is responsible for the cross-government effort to work in consultation and cooperation with Indigenous Peoples to align laws with the United Nations Declaration on the Rights of Indigenous Peoples as per section 3 of the Declaration on the Rights of Indigenous Peoples Act (Declaration Act). In recognition of the critical importance to this role of a lived understanding of Indigenous communities, history, values, legal orders, and cultural competencies, and in accordance with Section 42 of the BC Human Rights Code, only people of Indigenous heritage (First Nations, Métis, or Inuit) will be considered for this opportunity.
The Executive Director is a senior leader and will assist ministries to deliver substantive measures to support a coherent, consistent and systemic implementation of the Declaration Act, especially the alignment of laws obligations in section 3 of the Act. The Executive Director will advise and participate on significant engagement with Indigenous peoples, provincial ministries, other levels of government, stakeholders and the public. This position works directly with the natural resource ministries to play a central coordinating role, develop processes and advise, guide and support ministries on consultation and cooperation with Indigenous peoples and on consistency of their legislative initiatives with the UN Declaration.
Qualifications for this role include:
Bachelor’s or Master’s degree in a related field such as natural resources sciences, Law, Indigenous Studies, Humanities, Public Policy, plus 4 years related experience, OR
An equivalent combination of education and/or related experience totaling 8 years.
Related must include:
- Experience in a senior management role leading, planning, coordinating, and managing complex projects and work assignments that seek to work in partnership with Indigenous peoples and/or organizations.
- Experience establishing collaborative relationships with senior leaders across government and leading organizational change associated with implementation.
- Experience leading projects related to the rights of Indigenous peoples.
- Experience leading and coaching multi-disciplinary senior management teams in the development and implementation of a diverse range of projects.
- Experience in strategic business planning, contract management, financial management and leading multi-party consultation.
